By the time this issue of the UNEP/MAP newsletter reaches you, we will already be in the final lap of our race to the 21st Meeting of the Contracting Parties to the Barcelona Convention (COP21) in Naples.
Preparations are in full swing and we are working with the Host Country, Italy, to make COP21 a decisive step forward in our collective endeavor for healthy Mediterranean marine and coastal ecosystems for the benefit of present and future generations.
On 23 October 2019, Italy organized a gathering of young representatives of the Contracting Parties to the Barcelona Convention to provide the Mediterranean Youth with a platform to make their voice heard in the outcome of COP21.
On UN Day (24 October 2019), UNEP/MAP—Barcelona Convention Secretariat organized in Athens an encounter with representatives of Mediterranean Civil Society and Academia to thrash out what they perceive as priorities for the UNEP/MAP – Barcelona Convention system in the coming years.
COP21will be a strategic meeting as representatives of the Contracting Parties are expected to define our new Medium-Term Strategy for 2022-2027 and examine a set of forward-looking decisions on important aspects pertaining to the implementation of the Barcelona Convention and its Protocols.
The draft decisions on the agenda of COP21 reflect our UNEP/MAP normative role in setting standards and regulations based on the best available scientific knowledge of the Mediterranean Sea and Coast, but also in developing tools enabling the effective implementation of the well-developed, but constantly evolving legal framework that the Barcelona Convention and its Protocols provide.
The COP21 Ministerial Segment will see the participation of ministers, senior policymakers and eminent experts from the Mediterranean region and the world. Two High-Level Panels will notably address four priority themes on the COP21 agenda, namely marine litter, biodiversity and marine protected areas, climate change and the blue economy in the Mediterranean.
I invite you to join our efforts to spread the word about COP21. This year, we are actively promoting the participation of journalists from the Mediterranean region to cover the meeting and to inform citizens in their countries of what will be discussed in Castel dell’Ovo, the historical seaside castle that will serve as a venue for the meeting in Naples.

UNEP/MAP held a regional consultation with MAP stakeholders as part of COP21 preparations. More than 20 representatives of several civil society and intergovernmental organizations working in the Mediterranean region participated to this consultation meeting that has been an opportunity for them to reflect on the main themes of COP 21 and to provide their contribution to the discussions on the Ministerial Declaration.
The outcome of the meeting will be reported to the Contracting Parties of the Barcelona Convention at COP 21 for consideration in the Naples Ministerial Declaration and in the preparation of the new UNEP/MAP Medium-Term Strategy 2022-2027. Read more

The scope of this event was to increase and enhance the role of young people in issues related to the protection of the marine environment and the coastal region of the Mediterranean, as well as to the Agenda 2030 in the region, but also to give them the opportunity to send a message to COP21 of the Barcelona Convention.
An inclusive discussion has been held on the specificities and on the “vision” of young people on the topics of the Barcelona Convention and on the socio-economic aspects of sustainable development in the Mediterranean region, with particular attention to the topics that will be discussed at COP21 in December.
At the end of the event, the young people produced a final document that will be presented by the Rapporteur and a delegation of young people at the plenary session of COP21 in December.

During the week of the COP21 , on 4 December in particular, the Ministerial Segment will take place in which will attend Ministers representing the 22 Contracting Parties of the Barcelona Convention and its Protocols, the Executive Director of UNEP, Ms. Inger Andersen, representatives of stakeholders and distinguished guests. At the 20th Meeting of the Contracting Parties (COP20) (Tirana, Albania, 17-20 December 2017), the Contracting Parties acknowledged the elements of the Mediterranean Action Plan (MAP) Communication Strategy 2018–2023 as an initial approach towards the Communication Strategy. The Contracting Parties requested the Secretariat, in collaboration with the Regional Activity Centre for Information and Communication (INFO/RAC) and other Mediterranean Action Plan components, as appropriate, to further work on the basis of those elements to develop an operational Communication Strategy, including clear and concrete objectives, target audiences, key messages, methodologies, gap analysis, relevant implementation activities, timelines and indicators.
The Operational Communication Strategy 2020-2021, developed on the basis of the United Nations Environment Programme (UNEP)/MAP Communication Strategy 2018-2023, aims at supporting the implementation of the Mid-Term Strategy (MTS) for the period 2020-2021 and contributing, through joint communication and advocacy, to the successful implementation of the Barcelona Convention and its Protocols. The strategy is in line with the UNEP publishing, media and visual identity guidelines; it is also in line with the UN system-wide efforts to achieve greater coherence in communication activities with a growing emphasis on the “Communicating as One” approach. Activities already initiated in the previous biennium will be reinforced in 2020-2021 and new ones are being planned, bearing in mind the need for concrete and measurable deliverables, particularly in terms of feasibility of planned deliverables, number and extent of actions envisaged and the aggregation of actions of similar nature (PoW 2020-21). The planned deliverables have been proposed considering that delivering activities may extend beyond 2021 also to allow flexibility in linking with the incoming preparation of the new Medium-Term Strategy.

A common data policy is needed to cover environmental data and information collected, acquired, processed and disseminated by UNEP/MAP through the INFO/RAC System called InfoMAP. To this end, the Main Elements and Roadmap for the Preparation of a UNEP/MAP Data Management Policy are presented, as Annex II of the Draft Decision. The document, which was reviewed by the INFO/RAC Focal Points Meeting (Rome, Italy, 16-17 April 2019), presents the general framework to develop a data policy within the MAP-Barcelona Convention system in order to support its data flows. The UNEP/MAP Data Management Policy applies to all kinds of data shared and provided from the
MAP-Barcelona Convention system, with particular reference to the Barcelona Convention Reporting System (BCRS) and the Integrated Monitoring and Assessment Programme (IMAP).On the basis of the version reviewed by the INFO/RAC Focal Points Meeting, the Secretariat has continued working on revising the text of the Main Elements and Roadmap, mostly for accuracy and editing purposes. The version presented in Annex II includes these editorial changes and updated references to the legislation of the Contracting Parties and other policy documents. These changes did not affect the substantive content of the document.
